Improvement plans and action 

The council has been working on recovery and improvement since intervention began in December 2021. During 2024, activity increased at pace in line with the anticipated announcement of the intervention extending for two years until November 2026. 

An Improvement Recovery Plan (IRP) was first produced in March 2022 to set out the themes and actions needed to rebuild the council. Progress reports have followed, and a refreshed plan is currently under development for the next stage of the recovery and improvement process. The revised plan will cover what the council is doing and will do next to be a Best Value Council, it is the practical approach that supports the corporate vision and priorities. 

The council’s Corporate Plan 2023 to 2027 provides an overview of the strategic priorities and vision for the council. The Corporate Plan was updated in 2023 to support the delivery of change and make sure resources are used well for the good of residents. 

The way we work

The council’s new operating model will set how the council will run in the future. The council needs to be reshaped and reformed to lower our costs and be more effective by working closely with people across the borough. 

New ways of working are being developed and will be delivered over several years to support the improvement programme. The improvements are being worked on with partners both internal and external to the council, including residents, communities, voluntary organisations and businesses. 

Establishing an efficient operating model was also an instruction from Commissioners in Spring 2023 as part of the government intervention.
